The directive enables the more than 3.8 million registered voters—or 40.8% of students—to cast votes in the elections.
The directive was stated in a circular issued by the National Universities Commission (NUC) on February 3, 2023, and distributed to all vice chancellors of Nigerian universities and directors/chief executives of inter-university centers.
Dr. Chris Maiyaki, the NUC's Deputy Executive Secretary for Administration, who also signed the circular, acknowledged that the decision was also made in response to worries about the security of the schools' faculty, students, and property.
In regards to the directive, NOUN is closing its doors to all students. And all study centres have been requested not to physically attend to students' requests at the various study centres during the period of the closure.
However, all online activities, especially facilitation, registration, and TMAs will continue. All staff of the National Open University of Nigeria (NOUN) are permitted to be absent from work two days before the election and resume work two days after the election.
